Create a cloud based SaaS application combined with a mobile application for Android

We need are looking for an experienced developer which can develop everything for , us, from the architecture, UI, graphics etc. I want to discuss more details about what the SaaS application should do if we find a developer who can help us. but here is the short description of what the application should do: We are currently having over 100 freelancer workers working for us within the medical industry and we have a lot of administrative work to handle all the different assignments they get from all around the country. Currently everything is handled via phone and a printed requisition which the freelancer gets emailed when assigned with a job. The freelancer has to fill out how many km they have driven to the assignment, fill out how long they have spent on the assignment and sign it with the date and signature. The customer which the freelancer had worked for, also has to sign the requisition with date, signature and stamp. They also have to fill out an evaluation of the freelancers work. After that the requisition is returned to us where we accumulate the freelancers requisitions and calculate their salary each month. Also after we receive the requisition we send an invoice to the client. This process takes a whole lot of administrative work as you can imagine and we want to make the process as efficient as possible. How we figure it could be made more efficient. We want to create a SaaS web application where our office workers can log into and handle the assignments and send them out electronically to our freelancers and to their accounts on their mobile application they have installed on their smartphones. The SaaS web application should have client database, freelancer database, handle assignments. More details will be provided when developer is chosen. The mobile application which is dedicated to the freelancers that work for us, should be able to, once the freelancer has logged into their account, to be able to show and edit their profile, picture, contact details, address etc. They should also see their evaluation score, since after each assignment the customer has to fill out an evaluation for the requisition for the freelancers work. This way the freelancer can always see their evaluation score and see which points they can improve on etc. Also the mobile application should be where the freelancer receive its work. When we send out an assignment to a freelancer then they would receive a notification and have to accept or decline the job. If accepted they receive the assignment and go to the customer. Once finished with the job the freelancer has to sign the requisition on their mobile device. The customer then also has to fill out the evaluation and sign the requisition. After that they can choose to have a copy of the requisition sent to their email if needed. The mobile application should first be developed for Android, since we know this is the easiest and most affordable to developed the application for first. After the application is field tested and refined, then we would need it to work for IOS as well. This is basically what we need developed. There are more specific requirements which will be discussed with the developer afterwards. There are probably also room for improvements and suggestions from you as a developer which we haven\\\'t though of. We know this is a big job and we only want serious freelancers who can handle all the architecture, have experience with clean UI and graphical designs.
