I have a single web page that displays Twitter profile pictures, among other things, I want the order that they're displayed in reversed. The Twitter API limits the number of times my website can successfully draw the images from it and so I sometimes get broken images where the Twitter profile pictures should be, so I want image caching to overcome this. I have text which displays when each of the images is hovered over, currently this pops out as like a speech bubble, but I want the image to rotate instead and for the text to be displayed in the same 150x150px space and for a small Twitter follow button to be added beneath of the images.

Hey, I have many years experience in developing HTML/CSS so this job will not be a problem for me. I've worked with the Twitter API on several occasions and am familiar with how it operates. Most of your changes seem like CSS besides the image caching, and I have a lot of work in developing CSS, as well as developing Javascript/jQuery solutions, so this will be an easy job for me.
