Vb.net Tidy up and Improve script

I have a project built in vb 2010. I would like this project to be improved and completed. (5-8hrs work estimate) The project has 4 Forms and currently just a touch over 400 lines. I need someone who is an EXPERT at Vb.net to take my project put all the repeated bits of code into a module or something, Fix a few things so the GUI doesn't have to be all over the place, set up a smooth working emailer/comment part that sends users comments to an email address, The project displays alot of browser pages and the way i have currently done it they make it lag slightly, so that will also need attention, It runs another program inside panels and reads and edits the .ini for that program. Also I will need my ini's updated and tidied up. The project uses stream readers/writers and web clients. There is a very good possibility that the entire project will have to be redone to achieve the standard I am looking for, how ever using the code I have already created it should be a fairly simple process (if anything as a point of reference while creating new smoother working code). I have spent maybe 6 Hours on the project, the added time was for a few things I had to re-Google as It has been sometime since I last used Vb.net, I would estimate that if I were to complete this project it would take me roughly 7-8 hours in total (so another 1-2). So I think it's fair to say that at most this project should take an EXPERT 8 hours referencing off the files I have already. and quite honestly If I redid it entirely it would probably only take me 5 Hrs, but it would only be slightly tidier and not a great deal smoother. [please post 987 at the end of your reply so I know you have actually read the work to be done so we don't waste each others time] Basically I want this project coming back to me so I can continue building it and improving it over time, which is why I need it set up properly and neatly with the most efficient code and commenting that is easy enough to understand what each part is for so I know where I can and how to adjust code when needed. It must be done in Vb.net. I will only consider people with good ratings and able to provide examples of their knowledge of Vb.net, As I Can do this all my self, so I don't want some kid who has a few YouTube tutorials on Vb.net about how to make radio's and Autoclickers thinking that I will be accepting them to do this project, I am looking for a real professional because I want it done properly and I know that someone well versed in Vb.net will be able to do this in little time. I will post this up as fixed price rather then hourly because I feel I know how many hours it should take an EXPERT to do this, and if it takes longer that is what it is as I have explained it as completely as possible and before taken it on board you should inform me if you think my time frame is unrealistic.
