WordPress Visitor Live Chat Help Plugin System for Computers & Phones

I don not want to purchase licenses for products like Live Chat etc because I am in the webshosting & design business so I would rather pay for my own private label plugin to be developed for WordPress that does the following: Operator features: 1) can be installed in a Windows computer and tells the person at that computer when someone is on their website 2) it shows the operator what website/page the visitor is currently on 3) it can make a noise to notify the operator that someone is on their website and opens their chat window on their computer 4) the operator can manage several different websites from one control panel 5) allows for the operator to setup some profile info that the visitor can see like their name 6) allows for unlimited number simultaneous chats from any website running the plugin 6) the control panel software on this computer has user settings that I would setup that would directly connect to the MySQL database so they can view reports like ip address, date of visit, pages viewed, failed chat attempts, chat logs if any and notify that an email was sent if they were offline and the visitor send a message offline. 7) you create an app that will run on phones & tablets that they can download from my website that interfaces with their account Visitor features 1) it shows a pup up window that asks "Can I help you?" 2) allows the visitor to see the name of the operator 3) tells visitor if operator is off line and offers them a window to send a message that will be sent via email to the operator My features as the owner: 1) I can license each user somehow and control how many users they have through my own admin control panel that manages all plugins 2) It notifies me of anyone installing the plugin so I am aware of any stealing the product without a license 3) it has standard license agreement they click yes to when they install in on their computer 4) all users have to have a license provided by me for the product to work and the license only allows for one location in use at a time per license ie: cannot login to 2 computers or a computer and an phone with the same license
