Hi im a mobile/web developer, i've massive experience in developing android/web and hybrid apps, i develop apps with great UI/UX and best practices in mind, so it will be easy for me to do this, for the joke list i think you'll be providing a API which returns json, for yearly subscription as this is a hybrid app we will need to use a payment gateway (Paypal/stripe), for the hybrid framework we can use Ionic, but i don't have a iOS device or a mac, so you'll have to export the source for other platforms (iOS,Windows phone), if you've any questions we can have a discussion in chat.
