For your project you will need a platform expert with knowledge of the required APIs (ARKit and SceneKit) and how to orchestrate them. You will need someone with understanding of the face tracking technology in capable devices such as the iPhone X family of iPhones, and the right operational conditions (distance, stability, orientation). Please, keep also in mind that the native format for ARKit is USDZ. If you can't provide that format, it's possible to create the 3D Assets in the Reality Composer, recently made available by Apple.
