I teach micro-controller programming in PSB school for Coventry University to undergraduates. I have a Ph.D from National University of Singapore in Electrical and Computer Engineering.
I also make mobile apps for my own use and for my clients. I think I can deliver a working prototype within 30 days, depending on complexity of tasks. I have made android and iOS apps for BLE control using HM-10 or Ada-fruit BLE modules. I can bring my own mobile app prototypes to demonstrate communication with BLE modules for a demo during our first discussion.
I live in Singapore, so it will be very convenient for us to meet and discuss project details during the course of the project.

After our discussion on the project details, we can break down the tasks into following major sections
1. Program a micro-controller (BLE Mesh Unit) to talk to multiple BLE devices (3 or 4 devices). It will be a point to point communication between this controller and BLE devices.
2. Program a zone controller that talks to these BLE Mesh Units stated above in 1, via a BLE-Mesh network, and updates data to IoL Tech Control Centre.
Here are 4 Milestones.
1. Program a micro-controller to demonstrate data connectivity to 4 BLE receivers (demo pieces)
2. Connect 3 or 4 BLE devices as per project requirements at the client's workshop
3. Program a zone controller to collect info from BLE units and upload via GSM network
4. Implement a BLE mesh network
