Greetings. We can make levels in the game as the user have to shot some number of spots within the time period. If he/she did that then the next level will get unlocked. Or we will allow users to miss some shots. If he exceeds the limit then MISSION FAILED. I can develop this game for both of the platforms but we will talk about this in conversation. Greetings i am Georgios from Greece ;) I can make the game that you want, based on the 2 videos that you posted, in Unity3D, and it will be at the same time made for both IOS and Android and Windows Phone. I don't know what experience you have in Mobile Development but you will need to have your own Accounts if you want to publish this game in the stores. For each store you need each Developer Account. From my side i have both IOS and Android Devices to test, i have PC and MAC to build the Apps and i have experience working with Unity3D Engine for the past 8 years tho i am programmer for the past 25 years. The part "Also a quick tutorial on how to make my own level in the game please" <--- this part is ONLY possible if you make the Level (Scene) inside Unity3D's Editor but then you have to RE-build the game, for each platform that you need it. Otherwise you need an Level Editor to be made inside the game that will either save the new levels made by the user in the Device (Phone or Tablet) or you will need to save the levels in a web-server to be downloaded, but this needs a lot of job to be done as the web-server stuff and needs to be also charged. The price that i put here is a reference so we can talk more about the details of your game if you are truly interesting in making this game. Hey! We will build this game in unity so porting from IOS to Android should be really easy. The core mechanic of the game should be really easy, finding the right character model should take more than that :). For shooting we will use raycasting (We cast a ray from weapon to target) so it will be 100% accurate and delay free. If the ray(invisible) touch the target then we have the confirmation and we can start an animation, print a score above the target, etc. For character movement i'd say we use a standard asset as it is simple and not that important and it will free a lot of time but if you want something a bit more complex, sure. For targets it should be really simple too, we move them by Y and Z so that will let us move them freely and really easy. The work will be done so you will be able to set everything from Unity editor really easy, as for level editor will be mostly drag and drop so you should be able to do it really easy.
