I would suggest that instead of creating an environment in Simulink, you should go for VRep or Gazebo. It's much easier to work with these tools. Additionally, these tools can be interfaced with Python or MATLAB using API. I have expertise as well as research publications in Reinforcement learning. I will be happy to share my work with you.
