Hello, I have a good experience in machine learning and computer vision and I can implement this paper using tensorflow. For the android part, I will train the model on PC first, then I will convert the model to tensor flow lite using tensorflow converter. Please note that, when the model trained on a specific resolution, it can't be changed in testing phase to guarantee best results. I mean we will use 360p in testing also both on PC and android mobile. Thanks

I read the paper. Upscaling has always been a dramatic problem since lost information needs generated. I've implemented a super resolution paper before, in 2017 for my course project. I used Python + Tensorflow. Regarding your project: How far have you proceeded? Beginning from scratch, it would take me up to 3 days to run a rough versi9n of the code. As all details are not deliberately given in the paper, some extrapolation is necessary. I have a lot of experience with the understanding and implementing methodologies and algorithms described in the scientific papers from the time I was working as a research assistant and PhD student. However, I freely admit that I have only limited experience with the tensorflow. Therefore I estimate the project length to 31 days.
