Minecraft Worldguard Plugin Integration

I need a Minecraft savvy java developer to create a plugin that : - Players can preview a 50x50x50 plot of land around them. /outpost preview (land will be outlined in glass for 60 seconds) (preview size is a variable in a config file.) - Players can type a command in to buy a 50x50x50 world guard plot of land where they are standing for a variable iconomy amount of money. /outpost purchase and then /outpost purchase confirm (purchase size is a variable in a config file as is the cost) - Wordguard region will be generated for player after purchase, with worldguard flags appended that are available in a config file. - Plugin will check if it is overlapping any other world guard plot of land and cancel, if so. - Plugin will have an option to expand land for a set price in a certain direction dependant on which direction player is facing. /outpost expand <number> would expand the entire side of the outpost a certain number of blocks after confirmation if they own it. /outpost expand 3 ... console would ask for confirmation, block amount of expansion, and price... /outpost expand confirm would expand it and take their money if they own it. - Plugin would have worldguard flag package purchases included, which would sell packages of flags for a specific price and append them to the plot. /outpost upgrade list - lists the flag packages available to the plot you are in, if you are the owner, and which are already purchased. /outpost upgrade buy <flag package name> - would check if they have it, and if they don't then tell them the price and ask for confirmation for the region they are in if they own it. /outpost upgrade buy confirm - would buy it and append the flags to the region they are in if they own it. Flag packages (the list of world guard flags given per package) would be named and stored in the config file. - Outpost can be sold to another player with the /outpost sell <playername> <price> (if they own it)... they would be met with block size, amount they would get, and the players name they are offering it to. /outpost confirm would make the sell offer... if the other player accepts within 30 seconds, the price would be taken from their account, added to the other players account, and ownership would change. - Outpost can be sold to the server, and the worldguard region would be removed. The price per block would be set in config file. /outpost sell - if they player owns the region they are in it will display the block size, the amount they would get, and a confirmation. /outpost sell confirm - Other misc commands to modify worldguard flags : /outpost info - tells you the name of the worldguard region you are currently in (even if you don't own it), and information about it (flag packages purchased, owner, member, greeting, and farewell) /outpost greeting <message> - sets the worldguard greeting flag if you own the region. /outpost farewell <message> - sets the worldguard farewell message if you own it. /outpost member <player> - adds the player to the memberslist of the region you are in, if you own it and if he is not a member. if he is a member, it removes him. /outpost member <player> - adds the player to the ownerslist of the region you are in, if you own it and if he is not an owner. if he is an owner, it removes him. - Plugin would send a message to the player if he enters a worldguard region "You are in protected land and cannot build." in red. If they enter land without a worldguard region they will get "You have entered the wilderness and can build." These messages can be changed in color and wording in the language config file. - All messages players see should be stored in an the language config file that can be modified.
