excel program to work with billing program - open to bidding - repost 2

I have posted two other projects and I am looking for another worker to try to come up with an independent solution. [EXCEL PROJECT 2, CHALLENGING EXCEL PROJECT] Please do look at them for more description. Effectively, I am looking to create a system that will enable me to enter in codes to a PROCEDURE field that will automatically populate information like CPT CODE, DESCRIPTION, UNITS, PRICE REFER_DIAGNOSIS, etc. However, based on the INSURANCE field that will contain one of various possible entries, the information that a particular entry into PROCEDURE yields will differ. Sort of like a translator will give you a different definition for the same word depending on which language is requested. Some PROCEDURES will result in one line of description and CPT codes, others will result in multiple, and this will differ based on the INSURANCE input (the ultimate controller). Each PROCEDURE has to be linked to a DIAGNOSIS, another input field that is populated with several entries; the entries in DIAGNOSIS will be categorized; the PROCEDURE ENTRY can only accept certain diagnoses form the appropriate category. All of the data in these different fields need to be easily changed and updated/ deleted/added, based on changes made by the insurance carrier. I will want to be able to print a sheet at the conclusion of an encounter on a patient by patient basis, and as a report based on dates that I can select Wait! More! I am trying ultimately to use this project to work with a medical billing program that I currently use. This contains all of my patient information. Today, when I am preparing information for a given day, I print out a 'batch' that merges prefabricated forms with individual patient data who are scheduled for that day, using "TAGS" that the program has established. i really want to have my new module be populated with this data AUTOMATICALLY so that I can look at it on the patients account, or as a free standing module with the day's patients entered, such that, after review of the input the next day, I can have the inputted data enter automatically into the billing program. This may be a bit much. i will work within any limitations. We use a link in the US called HL7 that acts as an 'exchange"(?) for medical software to create interconnectivity. I do not know what I just said, but I was told that one needs to build an HL7 interface for the program you make to work with the existing billing program. I will attach some (feeble) examples.
