I have over 6 years of experience working with Google Apps Script. Recent projects include invoice automation, email and communications streamlining, document editing, PDF generation, reporting and analytics, and web applications for small businesses.
It seems like both issues can be solved using "onEdit" scripts, which update the spreadsheet each time a certain cell is edited. For Issue 1, the script will add a date to the relevant cell each time a new row is started (data is entered into ANY cell on the row, and the date cell is blank), and for Issue 2, the script will add the date when the relevant column is edited.
