European Central Bank considered the digital Euro as Retail and Wholesale Central Bank Digital Currency Last November 2019, “Convergence” - the first truly Global Blockchain Conference brought together the worldwide blockchain community at the Trade Fair and Congress Center of Malaga, Spain. At the conference, European Central Bank officially considered working on the “digital Euro” as Retail and Wholesale Central Bank Digital Currency. ECB published its report on the digital Euro four weeks ago, it was clear that it hasn’t yet decided to issue a CBDC. But by mid-2021, the Eurosystem will decide whether to pursue a formal CBDC project.

Both retail and wholesale Central Bank Digital currency (CBDC) options are being mulled. Enterprises and regulators have come together to discuss distributed ledger technology (DLT). Dirk Bullman, ECB’s Innovation Team Leader queried, “Is the world ready for global digital currency?” He opines that blockchain is immature to deal with a digital Euro. Going forward, retail CBDC gets more complicated- citizen protection and who would bear the costs where something to happen. It boils down to three key questions; motivation, design and implementation.

European Central Bank stated that work on digital Euro is underway and they are considering various possibilities. It stimulated Association of German banks and they come up with a plan for crypto-based digital Euro. Besides theoretical research, they are also considering practical implementation. The approach is wholesale and retail central bank digital currency. Bank team leader’s opinion is that, the technology is not ready for now as blockchain is not developed enough to sustain digital Euro. No one knows that if something fatal happens, who is going to bear the cost. With the consumer point of view this is not the right time to digitalize Euro as cash is used in 79% of transactions. Since, the world is not ready yet so more work needs to be done regarding the practicality of digital Euro.

The European central bank (ECB) is developing its digital currency (CBDC) and experimenting and betting on the strengthening of blockchain for its implementation. CBDC has many factors to consider: distributed ledger technology (DLT), citizen protection, costs associated with failures, anonymity, interest, limits, money laundering, issuance, etc. The ECB has not found strong appeal to the retail consumer. Cash is still used in 79% of point-of-sale transactions in Europe. The implementation time depends on the financial authorities in Europe, who point to the cautious development of the CBDC, but aware of the social benefits of innovation.

SUMMARY: Last week, the ‘Global Blockchain Congress’: Convergence took place where a European Central Bank official confirmed its work on a digital Euro. Two weeks ago, the Association of German Banks released a detailed plan for a ‘crypto-based digital Euro’. Stella completed its third phase this June, which looked at DLT for cross-border payments. The ECB report focuses on wholesale CBDCs, whereas the Bank of Japan (BoJ) published a report on retail CBDCs earlier in the year. A personnel move is that of G7 stablecoins chair Benoît Coeuré, who recently left the ECB to lead the BIS Innovation Hub in Switzerland. These new leaderships signal BIS and ECB digital currency progress sooner rather than later.
