Custom WordPress Plugin

I need a plugin for my Wordpress website. Here's what it needs to consist of: 1. People must be able to fill out a form with their Instagram username and have a submit button. 2. Once the button is clicked I need it to be able to redirect to another site where they'll fill out a survey (I already have this site in place). 3. Once they fill out the survey on my ad network and complete it they'll be redirected them back to the site (done by my ad network so no work is needed on your part here). Once it's redirected back to a "thank you" page on my site I need the plugin to be able to login to [login to view URL] with my username and password and purchase 20 followers under their Instagram username (collected in the form). 4. Finally, I need it to block them from getting any more followers for 24 hours. I'm assuming this would be tracked based on IP address. 5. Also, I'd like to have an alternate option for them to get followers where they can complete 3 social actions (like share the website to facebook, twitter, google+, etc.) and once that's done it send them 20 followers in the same way done through completion of the form.
