Automate recognition of roulette numbers on screen and automate bet placement.

I need some assistance with completion of a software application that automates online roulette. The application is almost finished, however it is a manual and requires the user to input the numbers as they appear on the marquee. I want it automated, so that the numbers appearing are recognised and tracked. When a betting opportunity appears, bets are placed (and stopped) according to user defined limits, without any interaction required. The acutal betting strategies are already defined and not required - the only requirement is for the number capturing and bet placement. Ideally this will work on ANY casino, the user given the ability to create and save a configuration before play. I will fund a casino account for the successful programmer to test and work on the application - the person who works on this, must have access to play roulette online. I have written the project in Visual Basic Express 2010 and I need to be able to understand and modify the source code moving forward, so full transparency to the solution is required - I do not want a closed box solution that gives me no access to the source code.
