Hi, I can help you out with your project. Do you actually mean closed captioning? Or do you mean subtitles? Closed captioning is a manipulation in video code. Subtitling (I use .srt format) is trancription of the spoken word to text & is timestamped to flow with the video. I can't do closed captions, but I can do .srt subtitling. You haven't mentioned in your description how long the audio is. This proposal will include up to 30 minutes audio. Any particular details (such as line length) that you have received from your original client would also be useful. I could give you a 12 hour TAT.
