I am certificated .NET/C# programmer working with .NET 12 years. Being back-end programmer I had long-term practice with external data XML feeds and can build you the application.I would like to know what feeds are you fetching and where your programmers failed before starting the contract - some data feeds are very slow itself. Services that supply data following Open Travel Protocol are typical samples of such slow work. Services that I have seen are implemented on Java, OTA protocol contains very complex XSD. Add to this large list of data and you'll see that fast processing isn't available. The only solution is preparing smart filtering system and download small parts of data.

I understand XML technology well and hold a MS in Computer Science.
