Hey, I have considerable experience in migrating excel based solutions to web based solutions. I have quite a few works that I could demo or even create a 'proof-of-concept' for your purpose if required. I read through your requirement, and can create a web-form that will be hosted on your site. Clients will go in and enter their details. When they hit submit, the data will be stored in a database and will also be exported to your excel file. The excel file will then be ready for your intervention and further processing. The system would also be capable to send an email to you (or more users if required) as soon as the client uploads the data for your attention.
