custom way to add templates to website

I need a way in order to update my templates of flash and html to my website. Further on [login to view URL] there will be a templates tab. From here now there should be a navigation bar on left of catrgories and the main content of the page should have the template images aligned by the template that is most viewed to least viewed 6 templates per page. I should have access to upload the template image, enter a link to the template which the client can preview, hopefully can open ina frame where it just shows the page and doesn't extend into a big new open window. There should also be a contact footer so if a person is to contact me the form will already have the template link attached so I know whcih template user is contacting about. I was also thinking if a user clicks template the next page that opens could be the screenshot of the image I attach with a descition and may be the site openend below in a frame below the website so it is easier for previewing.
