Craftbukkit YAML generator for Minecraft

I am looking for someone who is able to code a YAML parser/generator for Minecraft. Our server is using PermissionsEx ([login to view URL]), a specific plugin, to handle in-game permissions and we need someone to code a PHP site that will present us with a clean UI to input stuff like group permissions, permissions inheritance, rank, build rights, and prefix/suffix for chat purposes. Everything is by default defined through a simple [login to view URL] file, but it is very sensitive to mistakes made by the end user. I.e. you cannot use tab indents, only 4 spaces per 1 tab. This project will require in-depth knowledge of the game Minecraft, the server modification Bukkit (aka. Craftbukkit) and YAML in addition to the actual permissions plugin itself - PermissionsEx. The ideal thing would be to have a GUI that is able to load a [login to view URL] file, then parse it to check for YML errors, then display the group hierarchy in a simple way for us to edit and add new permissions without compromising the file integrity. Then finally allow us to save the edited file to disk. Disclaimer: Due to a lot of unprofessional freelancers on this site I will not accept anyone that is not able to complete the project in time.
