Adding Content Related Advert Banners

I need an addition made to a website. The website is a listings site, where they administrator can create categories and add companies to each category. What I need added is one full width add banner, and 2 half width banners on each categories page. These banners need to correspond to the category that they are in, so for example, if I am in the 'banks' category, only adverts relating to 'banks' will show up. This needs to be on the admin section of the site for easy updating/maintenance with the ability to delete old adds, and if there is more than 1 add for each space, then it will display them randomly. A previous coder has started work on this, but has let me down, so it may need to be done from scratch. Please let me know how you intend to do this, and how quickly it can be done.
