Convert VB6.0 program into a program requiring no installation

I have a program currently written in VB6.0. I need someone to re-write it in another language in such a way as to require no installation, (dependencies?)... I need it to be able to run if it's just placed on the drive somewhere. for example: if you open the zip file the program is in, you should be able to just click it and it will run from whatever temp folder it goes into. Currently it sorts servers by name (you'll see what I mean if you run it) I want it to sort by ping time, lowest to highest. EDIT: 1 more request: In addition to or in replacement of - I would like to be able to double-click a server in the list to join the game instead of having the "join game" button. Please state in your bid these things: 1) you have reviewed & understand my request and my program. If you need clarification on something, please ask. 2) what language you will re-write it in 3) Estimated time to completion. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform All windows (98 and above)
