Command line app in VB (no console) based upon VTapi compnent

Please only bid if you can complete the job (pretty straightforward job) Following is required: Based upon the VTapi component by Softcab ([login to view URL]) you will need to develop a command line application in VB (no console) that dials a number, when answered it then plays a text to speech message. The VTapi component includes an example that just does that (Predictive Dialing example - attached to this bid). So you just need to make it a command line app and read the info from a configuration file. The configuration file always sits in the same directory as the application. NO console output and NO gui.
