Custom WordPress user Interface development

I need to create two user interfaces to run on the WordPress platform. The user interfaces will require users to login, once logged in they will see a interface like the link below. This is not in the WordPress Dashboard, rather it is the front end. So maybe we need to create a WordPress theme that works like the link below. The interfaces we create also need to work similar to a membership site, where each member/user has access only to their account details.
