Create a Software Program that submits Keywords

I'm looking for someone who can create a software that would mimic the human process of submitting keywords to pay per click search engines like <[login to view URL]> [login to view URL] [login to view URL] and a few others Each Pay Per Click search engine has a limit as to how many keywords you can load at one time. For instance with Overture/Yahoo you can only load 500 at a time, but you can repeat as many times as needed to get your entire list of terms entered, although with newer accounts they do like it if you submite more then 1500 per day. With Google you can load up to 2000 at a time, and as many as you want a day. I would of course write out a series of steps that need to be taken, or even create a video to show you, but what I would like to be able to do is. A- Log into the specific PPC account (I will most likely need to do this manually as most have verification processes) B- From within the program you create, browse for and select a text file from my computer, the file would contain up to a million keywords C- Have the program break the list down into the number of terms that can be entered at a time, for Google for instance, lets say if I had selected a text file that contained 20,000 terms your program would break that into 10 groups, each containing 2,000 terms/keywords. D-I would then enter things like catagory, ad description, maximum bid, display url, etcand your program would take each term one by one and enter them along with the given bid amount, display url, ad description, etc. Mustcreate 1 program that we would be able to use with all 3 PPC services. When bidding say if what you create would load on our computer or on our site.
