Develop Wordpress plugin that admins shortcodes

This is a pretty simple plugin and there are a lot out there already so this should not be difficult to complete I don't believe. I need this created from scratch or modify an existing plugin to do what I need. What I need is a plugin developed that will do the following Create new Shortcode List Existing shortcodes modify or delete existing shortcode. The shortcodes should be able to be used on any page, post or widget on the Wordpress site. In creating the shortcode, I would be able to give it a name, and the value of the shortcode. When listing the short codes in the admin, it would look like this Name of Shortcode Value Actual Code so for example it would look like Shortcode1 entry1 [shortcode1] edit delete Shortcode1 entry2 [shortcode2] edit delete The [shortcode] itself should have the ability to be placed in a url as well, So I could do something like [login to view URL][shortcode1] is I needed.
