Automate shipping bar code processing

There is a standard magento 1.8.1.x First part: We need to shipping labels (bar codes) into the field when oder delivery is created (scanning will be a manual process. When button pressed to create delivery, recorded info from bar code should be embedded into communication email to customer in form of a link to tracking web-site (post service). Second part: we need to automate printing of addresses directly from magento. We use thermo-printer for custom size shipping labels, right now it's a manual process. Format and examples will be provided. We also looking how to automate printing payment orders. Payment oders are printed and included into each parcel. Payment order has info about address, name and amount due, I'll provide example. Third part: we need to have a log of actions recorded in the backend for all magento users - e.g we need to know which user created delivery and so on. We'd like to have it in the form of comments on appropriate tabs of order, invoices and so on. My estimation of time to complete all this - 30-40 hours.
