Develop a mobile app or web app that a user can download via visiting a URL

I need someone to create a mobile web app built with HTML5. This project consists of two sections, the font end and backend. Front-end: THIS WILL BE A WEB APP THAT LOOKS LIKE AN APP SO THE USER CAN OPEN IT EASY LIKE APPS. 1. User visits a URL that "business A" gave them, and browser offers to download a web app on their phone, so they can add a shortcut to it on their phone screen. 2. User opens the "business A" web app shortcut and it asks to register with their email. 3. Once user is registered to "business A" web app they click on a button called "Add point", which will be inside the web app. 4. The QR code reader opens and they now scan a QR code which will give them a POINT, at 5 points "business A" gives them a reward. Note: The whole point of this web app is so the user downloads their point tracker and record their visits to "business A". The system will only work for one business, not multiple ones so no need to make the web app big. ITS SIMPLE. Back-end: 1. "business A owner" can now log in to the admin panel and see his users information, for example: Email/Name/Points. Note: That is the only function of the admin panel, to see their user information. Please bid ONLY if you can do this fast, we are on a tight schedule. Please DO NOT BID if you are slow in deadlines and will probably take more than a month to finish, we dont need that.
