Create lottery draw for my website - repost

I am looking to create a site with a function that will allow players to register an account, enter them into a daily lottery draw based on their postal/zip code and claim their prize before the next daily draw. An example of a site currently running a similar function is freepostcodelottery.com. Here are some specifics: - Upon registration, players will need to activate their account through an activation email. - Lottery draws should automatically take place daily (time of day should be configurable) - Only winning players will be able to claim the prize by show of a claim button in their account - If possible, by click of the claim button, an automated payment of the prize is paid via paypal. - If the player does not claim the prize before the next draw, the claim button in that player's account disappears and the prize is rolled over. Although this would be a website on it's on, I would also like to add this to my other websites as a simple plugin installation if possible. Look forward to seeing what can be done. Thanks!
