Build an online social network with groups, forum, private messaging, and a directory/listing area - repost

We run a student run pro-Israel non-profit organization that allows pro-Israel clubs on college/university campuses connect with each other and offer each other support. We're looking for a website/social network to be built that will allow them to communicate via forums, groups, private messaging, and also share what we call "resources" aka a sort of directory that lets each club post their previous events, how-to guides they made, and speakers they've brought. We also want them to be able to rate each resource and sort them by category or tags and search the site easily. We currently have a version made on Wordpress and buddy press. I've attached screenshots. We're looking for a new modern theme to the site and easier customization so we can make the site more user friendly and clean. As you can see our current one is a mess and rather than fixing it we're looking for someone to be able to help us start from scratch and hopefully create this site within a month. We're a non-profit so our funds are limited but we will pay for this to be done so if you truly care about this project and want to help us we're love your help!
