I do not see this having more then 4 or 6 pages of static content. All the other pages would be based on a template for dynamicly generated pages. As for the programming side of things, it is fairly simple. There will be a user-side login and a client-side login. Users login to see what information clients leave them. All in all, this is mainly a way for users to collect and store information that clients drop off to them.
