Community site for my building(repost)

I live in a big building with 600-700 apartments and probably 1200-2100 tenants(neighbors) and wanted to create a community site for the tenants to use for FREE. The building has actually two towers named "151" and "155", and so I bought the domains: [login to view URL] and [login to view URL], both will lead to the same site. My plan is to create 3 usernames&passwords for each apartment, print a page for each apartment and then go one night and put it beneath each apartment door. In such a way, every apartment will have 3 users&passwords to use that will identify the apartment number. There will be no other way for internet users to create a new account online. Creation of accounts will be done by me only and I will physically give them the username & password in order to validate their true apt number. I will create all usernames and passwords upon initiation of system and then later manually whenever is needed . In terms of scalability, it’s a very simple system that doesn’t require handle load. The estimated accounts is 600 appartmentX3 + 200= 2000 users. Online simultaneously will probably be much lower. I have a background in development and Database so I intend to have direct access to the database. Some of the actions like managing the new tenants, adding new discussion boards, I should do by directly adding it to the database. No Backoffice-WEB interface is needed for these maintenance activities. In general, I intend to have access to the code and make changes whenever is necessary to HTML. I will also write static html pages and link to them from the various pages. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows webservers are preffered
