I want a website along the same lines as [[login to view URL]][1] but I don't want a copy this is just to give you an idea of what I want to acheive.
I want the site to be for Sussex (A county on the south coast of england) I want it scripted in PHP using MySql as the backend.
I require The Following...
1: Forum (Preferbly Simple Machines)
2: Chat Room (Preferbly FlashChat)
3: Profiles (Different to forum profiles)
4: Registration
5: Upload multiple pictures to profile
6: Any other small features you think it could use.
7: Administration
I don't want the profiles or registration to be the ones that the forum uses. In other words I don't just want a site based around a forum.
If you just use placeholder images for the layout for now then I can design the actual look afterwards.
I think thats about it. I only have a budget of $100 unfortunately.
Please let me know how you would implement all of this and maybe explain a few of the details.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
