We need to develop an Android application that sits on a handset and intercepts/controls layer 3 messages thrown at the handset's diagnostic port by the qualcomm chipset. The app should be able to, on demand, dump all the messages from the diagnostic port into a log file and close the file. And create a new file and repeat the same process. This will require a very good understanding of Android and qualcomm chipset/QxDM.
