Android App Development for Promoting Sports and Players

I need an Android app. I would like it designed and built. I would like to get developed an Android App for promoting sports and players. This project is not for any spammers, who just bid on the project without checking it thoroughly and start begging without showing their skills. We are looking to get developed an android app for players from different sports and games. Through our platform, different players from any games, any level can create their profile, upload their resume having all their achievements and awards. Those profiles will be sent to sports ministeries of all the states in India. Further action will be taken by sports ministery and interested people who want to sponsor these players. There should be an option for all of the players to upload the videos of their games. Players could send complaints to their authorities about the situation of their sports academies or their sports schools. All of the profiles will be first verified by their mobile number, email i.d and adhar card and after that all of these details will be verified by concerned authorities. Players can add their friends in the application for video chat and text chat also for free of cost. Their should be a slot systems for sports ministers or other authorities to have discussion with players on some specified dates. There should be an option for all the players to upload their fitness/ doping reports. There should a slot where a scroller will be played always which will be showing any warnings or news for players. There should be a different option for sports ministers or other authorities to create their verified account. There should be an option for sports authorities to send any msg to any of the players. If you can copy any app then also we don't have any issue. We will pay after getting approval of the design from our client. 50% of the total budget will be given after approval. Nothing will be given in advance. If you are expecting anything in advance without approval then this project is not for you. Without checking the apk, we will not even create a milestone even.
