Hi, I've already done some work with Google Cloud Messaging. Basically when you start the app for the first time, it will spawn a service that will be able to receive messages from GCM. After that, even if the user close the app, the service will still running, even if the user reboot the device. But if the user force close the app, then the service will be also killed.
