You have a massive targeted audience here, you will have to narrow it further, otherwise the ad budget will be too big. In your case I would do some more positioning research for every group. You can't just hire a person for 250USD per project, because there is so much long term work with performance tracking. No matter who you choose, just keep in mind that you may find a person for one-time-job here but will spend much more on clicks in future. Hire a manager for a monthly service fee to track performance and keep leads running. You are not selling pizzas. Time between a click and a buy may be months I am result oriented Adwords professional: no ROI - no pay. That's why I charge little more than average bid here.
