I understand your proposal and have checked your project's PDF. You have several options and this proposal includes one of the following ways, so it's completely your choice:
1. A PowerPoint presentation. This would be somehow tricky yet it's possible. It would include (probably) a slide for each person and then having all links to other slides (e.g. relatives) inserted as say clickable shapes. Clicking them during a presentation would softly transition (open) a slide for that person.
There is a PowerPoint addition (plugin) that allows Prezi-like (more in the next option) navigation, linking and zooming. It is working though not officially supported by Microsoft.
2. Prezi presentation. Here the family tree is a natural presentation for this software since the whole family tree would be drawn like on the paper. All zoom-ins and -outs are supported natively so maybe only "a story" would be added e.g. a default transition between various "slides" (or views on say 2 levels of a tree branch) from beginning to the end of presentation flow.
3. Third proposal would be to create a family tree as a mind map with a mind mapping software. It is easy though probably not easier to maintain compared to Prezi. The issue is also harder sharing of a mind map with your loved ones.
4. And one last option (there are possibly more) would be to create a family tree using HTML5 page and javascript. Lack of space, please reply to discuss.
