Develop of a web based management system for an insurance agency

I'm looking to develop a management system for my insurance agency, the main idea is to have full control of the sale process, form the prospect and client relationship (CRM), to the administration of the issued policies (renewal, cancelation,etc). Our business model works as an intermediary between the insurance company and the insurance agent, helping them to develop their careers, with this in mind, i need the system to be easy to use and accessible anywhere this is why i need it to be web based. Here are some of the requirements i need in the system: CRM Database of all the policies in the agency. Creation of users with access controls, so they can only see their production and policies. Generation of statements of commissions of the agents and the agency Searching of policies included in the system Add or delete: users, insurance companies, type of insurance, etc. Have a superuser or administrator to check all they do Link the policy to the digital file of the policy Spanish Language I'm open to any idea or suggestions.
