Hi, I have been developing websites since 2008. I have therefore the skills to complete your project. For your sliders I would use javascript. I have experience with php pdf generation tools. As far as account management tools go, I would suggest the use of a php/MySQL CMS (content management system) such as Joomla. Using a CMS will allow to keep your budget low while giving you the tools to be able to maintain your site in the future via a GUI.
