Design of policy documents

Our company is creating a way for people to create policy documents by answering questions on a web form. The answers are used by the software behind the web site to create the content of the documents. These documents will be part of the formal documentation this company would use in a public place to describe policies, to communicate policies to incoming employees, and even to present to a court if a dispute happens. As such, these documents must present a smart, clear, concise, and professional look. The documents will have similar sections: Title page Table of Contents Section Heading Section Body Appendix Heading Appendix Body Supporting Documentation I don't want to limit creativity here, but generally the body pages will all have headers and footers that contain information such as page number, date, revision, section title, and so forth, in addition to the content on that page. We'd like to offer at least 5 different styles of such documents for the customers to choose from. For example, one style might not have any colour used at all, and the headers and footers are surrounded with boxes to look like a table. Another might be to have slightly shaded areas marking the headers and footers. Another might use creative placement of text, or differing fonts to create the same effect. This paragraph is simply for explanation, not to be used as a guide. We're looking for creativity here (with a professional look). We don't need any help with the software behind the scenes, or with creating the content of the text inside the document. The text inside the document should be created with [login to view URL] or similar. The deliverable would be at least 5 OpenOffice or Word documents containing example pages for each of the styles proposed. There's ongoing scope for partnership as well, as some of our customers will desire a look and feel that matches their current documentation. We'll be looking for someone who can work with us in the future to satisfy our customers.
