AutoCAD Tech - Turn my raster PDF files into DXF files

Hello, I am looking for someone to turn my raster PDF files into CAD DXF files. See the attached PDFs. I just need the grading plans and the storm/sewer profiles recreated in CAD format. I've also included some pages that won't be needed to be made into CAD. I included them in case they contained information needed for the pages that are to be turned into DXF files. These are the sheets that I need to have made into DXF files. For Phase 1, sheets 1-3 (grading sheets) and 11-34 (storm and sewer profiles only, don't need the plan view that is also shown on these pages). For Phase 2, sheets 1-4 (grading sheets) and 16-19 (sewer profiles only) and 21-27 (storm profiles only). On the grading sheets, I need the existing and proposed contours as well as the road centerlines, edge of pavement, back of curb, sidewalk, lot lines and boundary line.
