Database Table Editor/Viewer - for User Permissions

I have 2 Tables. STATIONS & PERSONS Each of these tables has numerous columns. STATIONS has a column called MRPCapability. PERSONS has it's own column called MRPCapability. Although these columns in each table are NOT related - they do both have a Comma Separated List of Integers. These integers are the PRIMARYKEYs to a separate Table (MRPTransactionCode). Background context - the MRPTransactionCodes are 'PossibleTasks' . The list of MRPTransactionCodes for each Person or each Station is acting like a PERMISSION check to allow a certain Tasks to be actioned. In brief - the Comma Separated List is saving having to create a many to many table to link Station to MRPTransactionCode & Persons to MRPTransactionCode. REQUIREMENT I need 2 user Controls. One for PERSONs - described below (and the 2nd for STATIONs, which will be the same as for Persons). I would like a Grid style UserControl to visualise all Persons, showing which MRPTransaction they have permission to action. The UserControl must allow editing of the MRPTransactionCode list (the comma separated Integers), in a user friendly GUI. The Grid would have all Persons listed down the side (Row Headings). Each MRPTransactionCode would be listed across the top (Colum Headings). The data in the grid would be either true or false. If false - leave blank. If true - show an Icon (I can change the Icon later or send one now). The database is MSSQL (2008 onwards). The code should be written as a VS c# Project. (VS2015 or earlier). .Net Framework 4.0.
