Create Online multiplayer game

I am looking for someone to build a game that can be distributed to iOS & Android at least. The game will consist of online battles between futuristic tanks. It will be objective based gameplay such as capture the flag, domination, football, etc. There will be 4 player colors to choose from such as red, white, blue, grey. There will be user built armies, where users can enlist into another users army and join battles as a team. Along with joining already active games where team members are playing currently. There will be advantages to being in an army, along with disadvantages. There will be various types of weapons to choose from and equip, boosts, power-ups, upgrades. There will be a skill tree, allowing members to choose different paths as they level up. There is a lot more, alot has already been planned out and is ready for the beginning phase of production.
