App development project transport URGENT

I have been let down twice one just this week and VERY badly by companies in India, I am very very upset and deeply disappointed. I paid money on both occasions and paid alot of money very recently and now the company I used have seemed to run away with my money! It's a joke and this is going to be my last attempt at this before I am finished. I need a price and time frame to develop an app that allows customers to make and track bookings and drivers to pick up jobs on the road all managed by a web based admin console, simple. The customer side of the app will allow them to make a booking, receive a confirmation, track a booking, make a complaint, advise if the driver is late and check historical bookings, the app should allow previous bookings to show when making a booking so that it is a simple process. Also need communication between the customer app and the administrator. The driver app will allow drivers to take a booking, click a button to say customer has been collected, click a button to say customer has been dropped off, add additional costs and send a message to the administrator as needed. Drivers within a 5 mile radius (or other fixed variable) will be able to accept the booking so a booking wont go to individual drivers so some type of gps system needs to be implemented - however I would like to see costs of this section of the app and maybe take advice on a different and cost effective way for drivers to take jobs when distributed. This whole system will need to be run by a very efficient web based interface that allows for hundreds of customers and hundreds of bookings. I need this on iOS and android plus windows. I am looking at cost effective solutions, I am technical myself so don't waste my time with jargon and your sales pitch, I need the job done in a quick period and whoever I choose I give assurances will be developing apps for my company for years to come, I have a lot of work. I am not paying a penny until we get to the mid way stage at the very least, I am not going to send a single penny until the app is half done, simple. I am a genuine, hard working man running a lot of businesses, when it say I will pay I will pay but having been let down badly I simply have lost trust! I need 24 hour uk time accessibility and need a company who will work to extended Uk hours. I can speak English, ujrdu, Punjabi, hindi so don't worry if English is an issue. I am based in the UK and the businesses are in the uk. No time wasters! I have had enough.
