Convert html 5 tab non profit website to new looks

I need a Web Developer who want to make some money doing a project for me.

Its simple. I will give 2 URLs. First URL will have to be converted to looks of other. The website to be converted has just 5 tabs (All static contents all html). There is one form that sends an email. Thats it for now. Next phase will have more.

Design should be user friendly to update website contents (Text files/xml/spreadsheet/mysql etc).
