Make changes to Kodi OpenELEC-Settings addon for Amlogic based device

We are using a OpenELEC build for amlogic devices. Specifically this one:

Need the following changes made within a few hours:

- Enable wireless networks setting by default

- Enable "wait for network" setting by default

- Add a cron to /storage/.cache/cron/crontabs

- Fix update bug.

These are fairly simple tasks and for anyone with experience should be done within a few hours.
