Shopping cart needs a new skin

I have a shopping cart that I have purchased and that I own. I need to apply a custom skin to the look and feel of the front end of the shopping cart. I have the two pages already designed in Photoshop. I just need them converted to work with the shopping cart and look the way it needs to. This is a simple project that I have done with a programmer in the past on multiple occasions. He is no longer able to work on this now, so I need to find someone else that I can send this regular work to.
