Premiere Video Footage Choppy on TV

I'm currently working with some video footage in Adobe Premiere, it is in 720x480 at 29.97 FPS (standard DVD NTSC spec). When I export it and play it on a TV however, the larger the TV is, the choppier everything gets. This only happens to me with some video footage, though. Some of it works, others doesn't. When played on the computer, it looks fine unless it is expanded to be of a large size.

I need someone that is famaliar with video editing and Adobe Premiere and video editing in general. You need to be proficient in English as we must be able to communicate with you without confusion caused by having poor English skills.

We need you to help us find out what we're doing wrong with the video footage and make it display correctly. We're exporting the video to Windows Media 7 format at a very high bit rate, but the bit rate hasn't affected the choppiness factor. I believe it is choppy regardless of whether it is in WMV or AVI format.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
